Measuring the Digital Transformation: A Roadmap for the Future provides new insights into digital transformation by mapping indicators across various areas. It identifies gaps in the current measurement framework, assesses progress towards filling them, and sets out a forward-looking measurement roadmap. 

The primary goal is not to rank countries but to provide policymakers with critical indicators and insights for various dimensions of digital policy. The text outlines a roadmap with nine actions to enhance countries’ capacity to monitor digital transformation, focusing on data generation, economic impacts, well-being, and interdisciplinary approaches. It also delves into chapters addressing technology trends, growth, well-being, and seven policy dimensions of digital transformation. Education and skills are integrated into these dimensions, with various indicators proposed. The target audience includes policy analysts and a toolkit for visualising and comparing international data on digital policy.
