Instrument for Pre-Accession Assistance in Rural Development (IPARD III)

The instrument for pre-accession assistance (IPA) includes support for IPA rural development programmes (IPARD). IPARD provides financial assistance to support rural development and prepare them for the implementation of the EU’s Common Agricultural Policy. The programme aims to support reforms in the agriculture and rural development sectors, helping the region to align with EU standards and requirements. IPA III and IPARD III aim to help beneficiaries to start their transition towards sustainable food systems. This is increasingly important in order to align with the EU food safety rules and the EU Farm to Fork Strategy, at the heart of the EU Green Deal designed to make food systems fair, healthy and environmentally friendly. IPA III and IPARD III will also contribute to ensuring food security through the economic and social development of rural areas, and to build resilience to adverse effects of climate change.

The programme provides funding for investments in physical assets of agricultural holdings, processing and marketing of agricultural and fishery products, agri-environment-climate and organic farming, implementation of local development strategies, farm diversification and business development, as well as technical assistance.

To receive funding under the IPARD programme, an application needs to be sent to the national IPARD Agency, following a call for applications. Each beneficiary country’s IPARD programme includes a set of measures which are selected based on the analysis of strengths, weaknesses, opportunities and threats, which led to identifying the needs to be addressed by the respective programmes.
