Description
In the frame of the EU4Innovation project in Albania, GIZ is looking for an international organisation/company to provide technical assistance to Higher Education Institutions (HEIs), including other Quadruple Helix (QH) stakeholders (private sector, not-for-profit, public sector), identified as Innovation Support Organisations (ISOs), through customised training and consulting services to develop project proposals to apply in the EU Framework Programmes. The contractor is expected to provide clear step-by-step guidance throughout all the phases of the project application (developing concept/research idea, project writing, consortia building, evaluation and final review) to assist the Albanian ISOs in successfully submitting 20 project applications. The objective of the tender is to build research capacities of beneficiaries to participate and benefit from Horizon Europe (HE) and other EU Framework Programs (FP”s) in Research and Innovation. These programmes include Horizon Europe, the European Institute of Innovation and Technology (EIT), the European Innovation Council (EIC), the Digital Europe Program (DEP), Eureka, European Cooperation in Science and Technology (COST), EU Missions, EU Partnerships, etc.

Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply 3. Eligibility declaration of subcontractors if applicable 4. Criterion:
Type: Technical and professional ability
Description: 1. At least 3 reference projects in the technical field “EU Framework Programmes in research and innovation (preferably Horizon 2020/HE, EIC, EIT, and DEP)” and at least 1 reference project in the region in Southern and Eastern Europe in the last 3 years. 2. The technical assessment is only based on reference projects with a minimum commission value of 100,000.00 EUR
